This is not a Power BI specific issue. We would get a failure in a different application as well, such as Management Studio. They were using the Microsoft OLE DB Provider for SQL Server as the provider. Try to refresh the source in power query window and before you close and apply the query try limiting the data to the power bi. If it works then there is a issue with the number of rows your are trying to import into the report.
